Our Mission

NEPCO serves to facilitate communication and interaction among the member homeowner associations and residential areas of northern El Paso County in order to exchange ideas on topics of common interest to the members, and develop collective responses to the county on issues affecting quality of life.

Water. A panel discussion on the current and future status of water availability in the NEPCO area of interest. The panel will include the State Water Engineer, the General Managers for the water districts in the NEPCO area (Woodmoor, Triview, Monument and Donala), and Mark Gebhart, Deputy Director for El Paso County Planning and Community Development, who oversees the new El Paso County Water Master Plan. Mark presented this water plan to NEPCO at the January 2019 meeting and received many questions that he had to defer to the State Water Engineer. We would invite the two County Commissioners and the OCN to attend, as well as Samantha Bailey, the PPACG Air and Water Quality OPR at (tentative)

El Paso County Safe Street Alliance - Thursday, April 1, 2021

Dear HOA Member,

El Paso is one of the most rapidly growing of Colorado counties.  With this growth comes increasing traffic volume and the potential for commuters to use our neighborhood streets to bypass congestion.  Unlike Colorado Springs, the rest of El Paso County does not benefit from a program to use speed tables, chicanes, roundabouts and other calming measures to slow traffic speed and volume on neighborhood streets.  Please urge the El Paso County Commissioners to expand traffic calming countywide by signing the El Paso Safe Streets Alliance petition at: El Paso Safe Streets Alliance.

Due to our national health challenges and Colorado guidelines, NEPCO will be using ZOOM for the foreseeable future for all meetings.  About 1/2 hour prior to each General Membership meeting an email will be sent to each NEPCO representative with a link to use to connect to the Zoom meeting.


The NEPCO meeting schedule for 2021 are the following dates 23 Jan, 13 March, 8 May, 10 July, 11 Sept and 13 Nov. Meeting time is form 10 a.m. to 12 p.m.  Final presenters and topics are being planned and updates will be posted here on this website, on the calendar and in our General Meeting presentations.

Currently planned topics are: 

8 May - Growth in Tri Lakes area.

10 July - HOA Covenant Enforcement

11 Sep - Water 

13 Nov - NEPCO Board Elections and El Paso County Commissioners
